- upstream presence decides channel existence
- VERIFIED / SUSPECT stay published
- ambiguous manifest/wrapper failures are SOFT
- naori-test.netgenx.site failures no longer increment hard-drop count
- only repeated HARD failures can remove a channel
- 3 consecutive HARD failures => DEAD
- last-known-good route retained while SUSPECT
- TOKYO MX HTML tvg-id parser repaired
- no global crawling
- no login/DRM/token/paywall bypass

Principle:
Upstream decides what exists. Health checks judge confidence, not existence.
